Joint Command and Control Support Programme
(JC2SP)
VEGA is working with the UK Ministry of Defence (MOD) to help
ensure essential Operational Command and Control applications
deliver a federated capability over the new Defence Information
Infrastructure (DII).
Background
The MOD required a new generation of Operational Command and
Control applications to replace and upgrade the capability provided
by legacy applications, and which would run on the new Defence Information Infrastructure (DII). These
applications provide a federated Command and Control capability to
support all Joint, Naval and Combined Operations in the Strategic,
Operational and Tactical Headquarters of the UK MOD.
The Joint Command and Control Support Programme (JC2SP) was
therefore set up to migrate the critical capabilities from the
legacy systems to the new DII, and
provide new capabilities in line with Key User Requirements.
What was VEGA asked to do?
VEGA has been engaged since JC2SP’s inception. Based on its
experience delivering military information systems, the company was
asked to help ensure programmes and projects progress through their
Initial and Main Gate Reviews. Work incorporated the generation of
the concept documents, requirement definition, and the procurement
of services to develop the applications and development of test and
evaluation criteria to meet the user requirements.
VEGA has subsequently been involved in supporting the project
through the CADMIT cycle, using its strong MOD background, as well
as its Project and Programme Management
experience (PRINCE 2 and MSP practitioners) to deliver on time,
to cost and quality. Additionally, VEGA was responsible for
managing all the security related risks and issues associated with
JC2SP.
VEGA has also played a pivotal role in the Joint Programme
Co-ordination Office (JPCO) to manage the complex interdependencies
between DII and JC2SP. VEGA consultants
used their initiative and breadth and depth of knowledge of the two
programmes to develop the initial JC2SP Capability Delivery Plan
(CDP), covering all the deliverables across all the Defence Lines
of Development and associated interdependencies, in order to
deliver the desired C2 capability. This is now used as a key
management tool by the senior management to manage and direct the
programmes in an effective and informed manner.
Value being delivered
As a result of the work and support provided by VEGA’s project and programme management
professionals, the Integrated Project Team was able to pass its
Initial and Main Gate submissions and progress to delivery of an
operational military capability. In addition, VEGA’s expertise
enabled it to capture and document all the complex
interdependencies between the JC2SP and DII programmes, and subsequently develop the
JC2SP CDP. Through the provision of pragmatic risk mitigation
options, VEGA staff have provided the programmes’ senior management
with the ability to make the right decisions on mitigating risk and
avoiding potential slippages to deliverables.
