As the tough domestic and global economic climate continues to
impact all areas of life, the UK Government's Comprehensive
Spending Review (CSR), published in October 2010, has put in place
radical measures to address the
largest national budget deficit in Britain's peacetime
history, and secure sustainable economic growth.
The Cabinet Office’s Efficiency and Reform agenda supports the
central vision, which seeks to achieve more for less. This would be
achieved through initiatives such as the Government ICT Strategy,
which presumes against major programmes while transforming the
citizen/State interface through the growth of web-based services
and shifting from monolithic proprietary IT systems to open,
