Local Authorities
The Government’s decision to redistribute power away from
central government to the local level (including citizens,
communities and independent providers) – as part of its plan
detailed in the 2010 Comprehensive Spending Review to make public
services fit for the modern age, deliver greater transparency and
accountability, and achieve the best possible value for taxpayers’
money – has placed local authorities directly into the
limelight.
This “massive transfer of power from Whitehall to local
communities”, as expressed by the Cabinet Office, means local and
regional authorities have greater power and responsibility than
ever to their citizens, as they are charged with enabling
sustainable long-term improvements in services, through an ethos of
“increasing freedom and shared responsibility”. By making this
shift, local authorities will have greater freedom to manage their
budgets, while also facing tough choices about how services are
delivered within reduced budgets.
