Acquisition Reform

Balancing the need to properly equip our troops, while at the
same addressing a crippling budget deficit, is a major factor in
why the call for acquisition reform is high on the political
agenda. Additionally, ensuring our armed forces have the tools they
need (when they need them) to meet future defence and security
challenges, demands an approach to procurement that is agile,
comprehensively informed and managed with maximum efficiently.
The independent
Review of (Defence) Acquisition by Bernard Gray in October 2009
identified two main themes: a need to bring equipment plans into
line with likely available resources; and a need to improve
equipment programme planning, management and delivery. These themes
were accepted and expanded upon in the UK MOD's subsequent
Defence
Strategy for Acquisition Reform and form a major part of
the thinking for the upcoming Strategic Defence and Security Review
due to be published this autumn.
